One-Unit

 


SINDH IN HISTORY . RESOLUTION SUPPORTING ONE-UNIT SCHEME IS PASSED TODAY (11th December,1954)
It is blackest day in the political history of Sindh. Politicians, those opposed the move to hand over Karachi to Central Govt. , are bent upon to hand over whole of Sindh ! The session of Sindh Legislative Assembly is held at Hyderabad and resolution favouring the plan to weld West Pakistan Province into a single unit is passed with 98 votes. Abdul Sattar Pirzado and Qazi Fazulullah remained absentee, whereas Ghulam Mustafa Bhurgri, Abdul Hameed Jatoi, Pir Illahi Bux and Shaikh Khurshaid Ahmad voted against One Unit.
One-Unit Resolution was brought by M.A.Khuhro, the then Chief Minister of Sindh in Sindh Assembly. It was opposed by 4 members whereas 98 supported the Resolution. Chief Minister, Pir Illahi Bux; Pir Ali Muhammad Shah Rashdi; Shah Nawaz Pirzado; G.M.Bhurgri; Seromal Kirpaldas and Muhammad Ashfaq Siddiqui took part in debate and discussion. It will be very interesting to see that what they spoke on the floor. M.A.Khuhro and Pir Ali Muhammad Shah Rasdi , both played leading role in the Movement for the separation of Sindh from Bombay Presidency but, today both are there to play key role in the imposition of One-Unit on Sindh. God knows better, either it is irony of fate, or political game that those who fight for the provincial status for Sindh, are determined to damage that status along with their political reputation. It was not only big political risk but, anti-Sindh act of our leaders. It is amazing that Ali Muhammad Shah Rashdi was from Pir Class of Sindh whereas, Khuhro was himself big landlord. So, our upper class initiated in past to separate Sindh from Bombay so as to rule Sindh with free hand, and same class pleased Punjab and Centre and decided to snatch provincial status from their Motherland.
Addresses and speeches made by our the then leaders and representative is a unique document of political history and political wisdom of our Upper Class. The Leader of House, M.A. Khuhro while bringing the Resolution said that “ I owe duty to this Legislature and to the people of my Province to explain why I have brought this Resolution in this session of the Legislature for the deliberate consideration by the representatives of the people of my Province. This Resolution deals with the subject of a very vital and important nature. It makes recommendations on certain points of vital issue concerning the making of the future Constitution of our country. ..”
It is on the record and our history is full of events of same kind and one of them is that very serious and future affecting decisions were taken within hours. Either it was decision of passing Peoples’ Self Government Bill or One-Unit. Our leaders are always in hurry. The Scheme of One-Unit was going to change everything about Sindh : her historical status, political future and provincial status. But, decision was taken not in months, but in only one Session of the Assembly. I am not going to reproduce here full texts of speeches, or complete proceeding but, giving a few abstracts from two or three speeches, and they are telling the complete story of self-damaging act of leaders.
M.A.Khuhro in his speech said that “ I must, Sir, during the course of these observations also thank the people of the Punjab, the leaders particularly, who have agreed to give weightage to the people of backward areas who are lrss advanced than them, and I hope that we shall have at least 60 per cent of representatives in the future Assembly of One-Unit as against 40 per cent for the Punjab.
A wrong propaganda has been carried on by interested persons who want to create trouble and friction in the country that all lands of the Sindh Province would be usurped by the people from Punjab and waters of the Indus will be diverted by the people of the Punjab, and services, shall be controlled by the people of Punjab and the people of Sindh shall be turned into hewers of wood and drawers of waters. “ He further said that : The culture and language of the Province shall not be affected. The Sindhi shall be the language of Pakistan as a whole.”
Shah Nawaz Pirzado , while participating in debate said that “ It is our good fortune that this great man [Khuhro] has sprung up at a right time and he has given us lead in the right direction for the creation of a new nation. Quaid-i-Azam gave us Pakistan and from our beloved Ghulam Muhammad [Governor-General] we are going to get Pakistani nation.”
G.M.Bhurgri in his speech said that “ In the period of seven years , which promises have been honoured by Pakistan Government? What happened to the 1940 Resolution of the Muslim League at Lahore wherein it was promised that after the establishment of Pakistan, the independence of the various provinces would remain intact and this very independence of the provinces is now being finished.”.
Pir Ali Muhammad Shah Rashdi in his speech said that “ Sir, you are well aware that any one who has opposed the One Unit Scheme has been put behind the bars and several of them have been dismissed. We have before us the living instance of these 12 dismissed Ministers. Therefore I would request you to leave aside the question whether it should be or should not be. One Unit is to be formed whether we are willing or not.”
