SINDH ASSEMBLY OPPOSES KALABAGH DAM (By. Mumtaz Ali s/o Dr.Dur Muhammad Pathan)
In Gul Hayat Institute we have a wonderful collection of Source_ Material on Kalabagh Dam issue. It consists of : A).Press Coverage in Sindh, Urdu & English, B). Research conducted by my father Dr. Dur Muhammad Pathan, and C) KALABAGH DAM issue in official records. My Father’s Research work is already uploaded on our website and Baba has been sharing some of it with Friends on Facebook and other Internet Groups. Today, I am sharing from our collection on the subject that is kept and preserved under title of “Official Record on Kalabagh Dam Issue”. From this record, I have selected topic “Sindh Assembly Opposes Kalabagh Dam ”. Let us see that to what extent Sindh Assembly has done good job and proved itself as the August Body of Representatives of the people, by the people and for the people. Resolutions passed & debated on the subject are given here in chronological order. Thanks to Baba Dr. Dur Muhammad Pathan for collecting, preserving and documenting this material in befitting manner. 1.“This Assembly resolves and recommends to the Government of Sindh to approach the Federal Government to reject the Kala Bagh Dam Project Scheme, as the same is detrimental to national declaratory and disastrous for economy of Sindh Province.” (RESOLUTION PUT BY MR. ABDUL GHANI DARS, MPA. Dated 25th June 1990)
2. “This House resolves that the proposed Kala Bagh Dam being detriminated to the interest of Pakistan in general and Sindh Province in particular de dropped. Provincial Assembly of Sindh had already passed two Resolutions in this regard in the past and this House reaffirm the same. The House therefore recommends to the Federal Government to abondone this project once for to remove the misgivings of the People of Pakistan.” (RESOLUTION PUT BY DR. ABDUL WAHID SOOMRO, MPA. Dated 15th June 1994)

7. “This Assembly once again categorically rejects the construction of buried Kala Bagh Dam and condemns / censures in the strongest words, the statement of Mr. Abid Sher Ali, MNA, that, “those Provincial Assemblies which oppose the said construction of Kala Bagh Dam should be abolished and people who are against the construction of Kala Bagh Dam are Indian Agents” and terms this an attempt to overrule the decisions of three Provincial Assemblies of Pakistan i.e. Provincial Assembly of Sindh, Balochistan and Khyber Pakhtun Khwa Province having unanimously rejected the construction of Kala bagh Dam.” (Resolution moved by Ms. Sassui Palijo, Minister for Culture, Sindh, Mr. Muhammad Ayaz Soomro, Minister for law & Parliamentary Affairs, Sindh, Syed Sardar Ahmed, Minister to Government of Sindh, Jam Mehtab Hussain Dahar, Minister for Revenue, Sindh, Ms. Tauqeer Fatima Bhutto, Minister for Women Development, Ms. Nargis N.D. 8. “This Assembly reiterates its strong resolve to reject the detrimental issue of construction of Kala Bagh Dam and expresses its feelings of aversion to the sources that disrespect the status of this august House Ignoring the importance of many unanimously passed previous Resolutions against the Dam. The issue or even the idea of constructing this Dam is tantamount to erode the foundations of national cohesion, destroy the provincial fraternity in general, and create socio-economic disaster for the Province of Sindh In particular and this House vehemently condemns those who have been supporting It. This Assembly therefore resolves and recommends to the Provincial Government to vehemently oppose the controversial project at all levels to refrain from raising this dead issue, once and forever; because It is not acceptable in any case to the people of the Province who have shown their historic resentment at a sit up at Kamoon Shaheed under the leadership of Shaheed Mohtarma Benazlr Bhutto in the near past.” (RESOLUTION; Moved By DR. 9. “This Assembly stands by the Resolutions passed by the Provincial Assemblies of three Provinces of Pakistan; namely Sindh, Balochistan and Khyber Pakhtunkhuwa and reiterates that the proposed Kala Bagh Dam is detrimental to the very Unity of Pakistan with the most dangerous repercussions on Sindh Province. This House condemns the decision of the Lahore High Court .and the supporting statement by the Chief Minister, Punjab Mlan Shahbaz Sharif in favour of construction of Kala Bagh Dam. This House therefore once again resolves and recommends to the Federal Government to abandon this project once for all in the larger interest of the people of Sindh and that the dead horse may not be given another life.” (RESOLUTION: moved by MR. 10. “In view of the fact that Sindh and two other Provinces had categorically rejected the proposal to construct Kala Bagh Dam on River Indus, as It would have adversely affected the economy of the three Provinces, this House resolves that; any attempt to revive the proposal from any quarter shall be resisted and rejected outright by the Province and the people of Sindh.”(RESOLUTION; GIVEN NOTICE OF BY SYED KHALID AHMED, MPA. 11. “The construction of Kala Bagh Dam is a dead issue, which has been rejected time and again by the masses of the Country. Several Resolutions has been passed against it by three Provincial Assemblies. Raising of this issue by any forum at this stage is nothing but creation of disturbance amongst the masses.
